Gail B. Jabber earned a Bachelor of Arts degree in Journalism and Political Science in 1990 from the University of South Carolina and a Juris Doctor degree from the University of South Carolina School of Law in 1994. Upon graduation, Jabber joined the Administrative Law Judge Division as staff counsel, where she handled cases involving administrative and regulatory law. She later joined the S.C. Budget and Control Board where she served as a Human Resources Consultant. While with the S.C. Budget and Control Board, Jabber worked primarily with the State Employee Grievance Process and conducted mediations of employment disputes involving state agencies. Jabber went on to work with Palmetto GBA, a subsidiary of Blue Cross Blue Shield, where she managed its Medicare Secondary Payer Department, handling insurance and health law matters.
Jabber is a member of the South Carolina Bar, the Richland County Bar, and Columbia Lawyer's Association. She formerly served on the South Carolina Bar Board of Governors, the Board of Directors of the South Carolina Centers for Justice, and the South Carolina Philharmonic. Jabber currently serves on a number of Bar appointed commissions and boards.

Tameika Isaac Devine
Tameika Isaac Devine earned a Bachelor of Science degree from Hampton University in 1994 and a Juris Doctor degree from the University of South Carolina School of Law in 1997. Devine began her law career as a Staff Attorney for Carolina Regional Legal Services where she primarily handled domestic cases. Devine later joined the SC Attorney General’s Office in the prosecution division where she served as an Assistant Attorney General responsible for the prosecution of family violence and sexual assault cases and the training of law enforcement officers, prosecutors and magistrates.
Devine is a member of the American Bar Association, the South Carolina Bar Association, and the Richland County Bar Association. She also serves on the Executive Council of the SC Young Lawyers Division, and as secretary for the South Carolina Black Lawyers Association. She is the immediate Past President of the Columbia Lawyers Association.
2002, Devine was elected to the at-large seat on Columbia City Council, distinguishing herself as the first African-American female to serve on City Council, the first African-American elected to an at-large position and the youngest person to serve on the Council.
Devine practices in the areas of residential and commercial real estate transactions, probate law, personal injury, business transactions and governmental relations.
